Yannick Meneceur

Head of Digital Development Unit, Council of Europe

 

Yannick Meneceur is a French magistrate, seconded to the Council of Europe, assigned as head of the digital development unit and advisor to the CAHAI. He is also an associate researcher at the IHEJ (Institut des Hautes Etudes sur la Justice) and an alumnus of the IRA (Institut Régional d’Administration) with a computer scientist qualification. As a magistrate, he has carried out criminal functions, particularly in the fight against cybercrime and counterfeiting. He has also led a major national IT project at the Ministry of Justice. At the Council of Europe, he contributed to the comparative analysis of European judicial systems (CEPEJ) and developed an expertise in digital transformation, particularly with regard to the regulation of artificial intelligence. He is lecturer at the French School of Judiciary (ENM) and at the University of Strasbourg. His first book, “L’intelligence artificielle en procès”, was published in May 2020 in the Macro Droit – Micro Droit collection by Bruylant Edition.
